H-2A and H-2B Visa Programs

The Foreign Labor Certification Program allows employers to hire foreign workers as permanent or temporary employees. The employer may apply for a labor certification from the U.S. Department of Labor (DOL).


Organizations that wish to hire foreign workers because U.S. workers cannot be found to fill necessary positions may apply for a labor certification from the U.S. Department of Labor (DOL).  The Foreign Labor Certification Program allows employers to hire foreign workers as permanent or temporary employees.  Common visa programs are:

  • H-2A Visa Program – Seasonal or temporary agricultural work
  • H-2B Visa Program – Seasonal or temporary non-agricultural work
